NOTICE IS HEREBY GIVEN, pursuant to the provisions of Amendment No. 772 to the Constitution of Alabama (1901) (Section 94.01 of the Recompiled Constitution of Alabama and hereinafter referred to as “Amendment No. 772”), that the Dallas County Commission (the “Commission”) will consider at a public meeting of the Commission to be held on October 11, 2021, at 4:00 p.m., local time, in the Dallas County J.L. Chestnut, Jr. and Bruce C. Boynton Judicial Building, located at 102 Church Street, Selma, Alabama 36701, adoption of a resolution concerning the proposed authorization, execution, and delivery, on behalf of Dallas County, Alabama (the “County”), of a Project Development Agreement (the “Project Development Agreement”) with Craig Field Airport and Industrial Authority, an Alabama public corporation (the “Authority”), under which the County would cause to be conveyed to the Authority, for a nominal amount, certain real property located at Craig Field (with a list price of approximately $150,000.00) owned or to be acquired by the County and aggregating approximately 19.96 acres, for the Authority to use in connection with promoting the economic and industrial development of the County including, among other uses, leasing approximately 2.8 acres of such real property, together with certain other real property, to Advanced ATC, Inc., a Florida corporation (“ATC”), in connection with the: (i) establishment and provision of air traffic control services for Craig Field, through ATC’s remote tower service, (ii) establishment and development of a remote tower center at Craig Field, and (iii) establishment and development of a remote tower academy at Craig Field, all as more particularly set forth and described in the Project Development Agreement.
The public benefits to the County and its citizens expected to be derived from the proposed authorization, execution, and delivery of the Project Development Agreement include, among other things: (i) promoting, improving and expanding economic and economic and industrial development within the County; (ii) increasing the number and diversity of industrial jobs and related employment opportunities within the County; (iii) enabling the County to better retain, attract, and locate therein other industrial enterprises; (iv) expanding the overall tax base of the County; and (v) enhancing the overall quality of life for the citizens of the County.
For purposes of Amendment No. 772, the corporations or other business entities to whom or for whose benefit the County proposes to lend its credit or grant public funds or things of value are the Authority and ATC.
